Administrative and Support Section

Text Box: The mission of the administrative and support section is to render quality program and technical support to the Social Services Department by providing a wide range of services.

The duties of the Administrative and Support Section are carried out by various specialized units whose assignments include, but are not limited to, the following:

System Support

The System Support Unit serves as the help desk for users of the Interim Statewide Automated Welfare System (ISAWS), Medi-Cal Eligibility Data System (MEDS), Imaging, e-mail, the telephone system and other information systems. This unit investigates and resolves computer related problems, creates management reports and provides functional direction to eligibility and fiscal staff.

Medi-Cal Eligibility Data System (MEDS) Support Unit

The MEDS Support Unit is responsible for file clearance, replacing Medi-Cal cards for eligible beneficiaries and SSI/SSP recipients, updating MEDS/WDTIP data, correcting MEDS generated error alerts and processing child care payments.

Clerical Support

Clerical Support staff provide department wide services, such as: routing incoming and outgoing mail, printing and distributing ISAWS notices of action and system management reports, switchboard operation and copying/translating documents as needed.

Personnel

Personnel staff track employee vacancies and requisitions, coordinate employee recruitment with Merit System Services and Human Resources, initiate and process all required forms related to hiring/resignations/leaves of absence/worker’s compensation claims, track employee performance reviews and submit payroll data, update personnel files and maintain a list of bilingual slots and the allocated positions within the department.

Claims Unit

The Claims Unit processes payments for departmental expenditures completing reports, balancing and reconciliations of accounts and processing employee reimbursement claims.

Fiscal Unit

The Fiscal Unit duties consist of completing state mandated statistical reports related to benefit issuance and overpayment collections, issuing EBT cards, release of liens, monitoring bank accounts and reconciliation of cash and food stamp benefits using the State Automated Reconciliation System.

Imaging Unit

The Imaging Unit scans documents into the imaging system, maintains closed cases and stores imaged copies of case documents.

Accounting

The Accounting Unit is responsible for the processing of the county expense claim (CEC), fiscal analysis, interdepartmental fund transference, compiling time study data and issuing payments for contracted services.

Purchasing and Supply

Purchasing and Supply staff order and maintain supplies, inventory and process claims.

Reception and Screening

Reception and Screening staff are responsible for client reception, conducting applicant screening interviews, communicating basic program information to the public and fingerprinting.
