CLASS TITLE:
INFORMATION & TECHNICAL SERVICES MANAGER
BASIC FUNCTION:
Under the direction of the Deputy
CEO-GSA, plan, organize and direct the operations, services and activities of the
Information Systems division; coordinate and manage the design, programming,
implementation and operation of hardware, software, network systems and
applications; direct and participate in the installation, maintenance,
troubleshooting, diagnosis and repair of computer hardware, software,
peripherals and network systems; supervise and evaluate the performance of
assigned personnel.
REPRESENTATIVE DUTIES:
ESSENTIAL
DUTIES:
Plan,
organize and direct the operations, services and activities of the Information
Systems division; manage the development and implementation of County-wide
technology plans; analyze County technology needs and requirements; coordinate
services to meet the needs, quality standards and time lines of the County.
Coordinate and mange the design, programming,
implementation and operation of
hardware, software, network systems and
applications; manage County technology
projects including new applications and systems
upgrades; direct activities to assure
proper maintenance of databases and operational
integrity of County-wide computer
systems.
Direct and participate in the installation,
maintenance, troubleshooting, diagnosis and
repair of computer hardware, software, peripherals
and network systems; troubleshoot
and diagnose complex technical problems and assure
timely repair.
Supervise and evaluate the performance of assigned
staff; interview and select
employees and recommend transfers, reassignment,
termination and disciplinary actions;
assure employee understanding of established
division policies and procedures.
Provide technical expertise, information and
assistance to the Chief Executive Officer
regarding County computer systems, networks and
applications; assist in the formulation
and development of policies, procedures and
programs; recommend County-wide
standards for hardware, software and network
systems.
Provide consultation services to various County
departments by evaluating computer
system alternatives and conducting project planning
to meet the special needs of
individual department functions, programs and date
requirements; analyze the impact and
effectiveness of system upgrades.
Coordinate communications and information between
County personnel and various
outside agencies to assure proper and efficient
acquisition, installation, integration,
operation and maintenance of County computer
systems.
Develop and prepare the annual preliminary budget
for the Information & Technical
Services division; analyze and review budgetary and
financial data; control and authorize
expenditures in accordance with established
limitations.
Provide for the continuous enhancement, application,
monitoring and security of network
systems and servers; evaluate existing and new
technologies for compatibility and
potential implementation in the County.
Coordinate, develop and implement plans to assure
network availability, web server
operations and proper infrastructure to support
internet and intranet web projects and
meet site availability and performance objectives.
Operate a variety of office equipment and computer
systems, mainframes and
peripherals; drive a vehicle to conduct work.
Communicate with other administrators, personnel and
outside organizations to
coordinate activities and programs, resolve issues
and conflicts and exchange
information.
Direct and participate in the preparation and
maintenance of a variety of narrative and
statistical reports, records and files related to
personnel, financial activity and assigned
duties.
Coordinate and manage the development and
maintenance of County web sites; develop
and implement project plans to expand web-based
applications of various County
departments.
Monitor inventory levels of division equipment and
supplies; requisition, receive and
maintain inventory of supplies and equipment;
initiate proposal requests.
Attend and conduct a variety of meetings as
assigned; prepare and deliver oral
presentations to the Board of Supervisors and others
concerning County technology
needs, problems and system development.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelor’s degree in computer science or related
field and six years experience in computer system analysis, programming,
operation, maintenance and repairs including two years in a supervisory
capacity.
