CLASS TITLE:  COUNTY SURVEYOR

 

BASIC FUNCTION:

 

Under the direction of the Deputy Director of Public Works-Engineering, plan, organize and direct surveying operations and activities for the County including right-of-way functions, map checks and related duties; coordinate and direct communications, information, personnel, projects and resources to meet County surveying needs and assure smooth and efficient activities; supervise and evaluate the performance of assigned personnel.

 

REPRESENTATIVE DUTIES:

 

ESSENTIAL DUTIES:

Plan, organize and direct surveying operations and activities for the County including right-of-way functions, map checks and related duties; establish and maintain surveying time lines and priorities; assure related functions comply with established guidelines, standards, laws, codes, regulations, policies and procedures.

 

Coordinate and direct communications, information, personnel, projects and resources to meet County surveying needs and assure smooth and efficient activities; plan, schedule, develop and implement surveying projects including preliminary, construction, right of way, retracement and various other surveys; develop and implement related plans, strategies, goals and objectives.

 

Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure accuracy, completeness and compliance with established standards, requirements and procedures.

 

Provide consultation to County personnel, outside agencies and the public concerning surveying projects and functions; respond to inquiries and provide technical information concerning related maps, surveys, right of ways, subdivisions, specifications, standards, requirements, issues, needs, laws, codes, ordinances, regulations, policies and procedures; assist the general public using maps, Aerial photographs and deeds to interpret real property legal descriptions.

 

Direct and participate in the preparation and review of maps, plats and legal descriptions; assure accuracy and compliance with established laws, ordinances, guidelines and procedures; evaluate rights of way and real property legal descriptions for proper wording; determine and implement modifications as appropriate; review and evaluate parcels, tract maps and survey records for accuracy; certify, sign and seal related documents as appropriate; recommend corrections as needed.

 

Determine procedural guidelines, personnel, equipment and resources required for survey projects; monitor and adjust activities in response to project progress; inspect completed projects for accuracy, completeness and compliance with established standards, requirements and procedures; direct the drafting and preparation of sketches, graphs and drawings to depict maps and project progress.

 

Serve as a liaison and coordinate surveying communications, projects and information between other departments, engineers, surveyors, outside agencies and the public; investigate, evaluate and resolve surveying issues, problems and discrepancies in a proper and timely manner; direct and participate in the preparation and distribution of surveying correspondence.

 

Review, analyze and implement projects in response to County surveying needs; determine appropriate approach for surveys and project requirements; identify need for outside contractors; direct and participate in the preparation of RFQ’s for surveys; assist in selecting outside contractors for surveys as directed.

 

Oversee and participate in reviewing and checking a variety of maps for conformance with proper surveying practices, State laws and guidelines; review requests from planning commissions.

 

Confer with division heads concerning requirements and technical aspects of various projects; confer with surveyors and engineers concerning mapping requirements, surveys, subdivision projects and other technical matters; provide policy and procedural information.

 

Direct operations and activities to provide the public with assistance and information concerning roads, land ownership and right-of-ways; coordinate and direct the real estate function for the County as needed including the acquisition and management of real property in the County; direct the acquisition of right of ways and the verification of property titles and descriptions..

 

Provide a variety of technical information to the planning department involved in right of ways, siphons and concerns regarding possible violations of the subdivision map act; review and assure County needs for tentative parcel and subdivision maps are met.

 

Oversee and participate in the preparation and maintenance of a variety of records, reports and files related to surveys, maps, right of ways, projects and assigned activities; arrange for microfilming of survey documents.

 

Review and provide input concerning final parcel and subdivision maps; compile necessary background maps, documents, deeds and conditions necessary for map reviews; review for technical approach conformance with the Map Act and accordance with property legal descriptions.

 

Provide technical information and assistance to the Deputy Director of Public Works-Engineering regarding surveying functions and related projects, activities, needs and issues; provide input concerning departmental policies, procedures and programs.

 

Assist in the preparation of contracts for survey-related work, aerial photos and other matters; make arrangements for financial dispersal; oversee field projects and final data publication and distribution.

 

Communicate with County personnel, administrators, contractors, developers, staff, various outside agencies and the public to exchange information and coordinate activities.

 

Operate a variety of office equipment including a computer and assigned software; utilize specialized drafting, survey and inspection tools and equipment; drive a vehicle to conduct work; arrange for maintenance, repair and calibration of survey equipment as necessary.

 

Work with industry representatives regarding the design and implementation of required seismic and subsidence monitoring programs

 

Attend and participate in a variety of meetings as assigned; represent the Director of Public Works at meetings and public events as needed.

EDUCATION AND EXPERIENCE:

 

Any combination equivalent to:  bachelor's degree in civil engineering or related field and four years of increasingly responsible professional surveying experience including work with a variety of surveys, legal descriptions, maps and right of ways.

 

LICENSES AND OTHER REQUIREMENTS:

 

Valid California Professional Land Surveyor's License.

Valid California driver’s license.
