Assessor of Imperial County, appointed by the Board of Supervisors February 25, 2008, upon the retirement of Jose M. Rodriguez, Jr.  Mr. Buckner’s administration will focus on an equitable assessment of properties, combining technology, including extensive use of an internet website, with an equal emphasis on traditional public service.  Mr. Buckner’s career in the Assessor’s Office spans 27 years, beginning as a Real Property Appraiser I to Supervising Appraiser and 8 years as Assistant Assessor.  He is a graduate of California Polytechnic University San Luis Obispo  with a Bachelors Degree in Agricultural Business Administration.  He has been married for 36 years to his wife, Linda. They have three sons, Mathew, Nathan and Andy and one grandchild.

Mission Statement

     The Assessor's Office personnel will always strive to provide competent and efficient assessment service in a manner resulting in equitable and fair treatment to all Imperial County taxpayers, pursuant to State Laws, California Constitution, Revenue and Taxation Codes, California Administrative Code Sections and State Board of Equalization guidelines and directives. Our objective is to continue providing professional and courteous public service at all times.

The Assessor has the following basic responsibilities:

  • Locate all taxable property in the County and identify the ownership.

  • Establish a taxable value for all property subject to property taxation.

  • Complete an assessment roll showing the assessed value of all property.

  • Apply all legal exemptions.

  • Maintain and update the Assessor’s Maps and County GIS Base Map.

  • Complete and deliver the Assessment Roll to the Auditor/Controller by June 30th.
