Program Status:  ARB awarded the first cycle of funds (FY2007-08) totaling $250 million through executed grant agreements with 9 local agencies that were signed in June 2008.  Implementation is underway.  The status of each grant is summarized on the attached July 2009 semi-annual update for the Department of Finance.

Through the State budget, ARB was appropriated the second cycle of funding ($250 million in FY2008-09) and the third cycle ($250 million for FY2009-10).  ARB will be updating the Program Guidelines to implement these cycles when bond funds become available.

Only heavy-duty (Class 8) on-road diesel trucks used to move goods are eligible under this program. Any truck subject to ARB’s public and utility fleet rule, solid waste collection rule, or diesel cargo handling equipment rule are ineligible to participate in this program.

As approved by the voters in the November 2006 general elections, Proposition 1B enacts the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006

With the signing of the 2007-2008 budget by the Governor the California Air Resources Board approved the guidelines for the distribution of over $1 billion of Prop 1B monies on February 28, 2008.  Upon request of the ARB the partners of the San Diego/Border Region submitted their proposal to the ARB for funding allocations.

PROP 1B GUIDELINES

The San Diego/Border trade corridor encompasses all of San Diego and a large portion of Imperial County and the Consolidated Port of San Diego.  The allocation for Imperial County amounted to $3.7 million dollars and has been targeted to clean up heavy duty diesel trucks operating in the regional corridors.
